Disabled Student Unable to Use ADA Playground

You be the judge. The ADA was legislated to provide access for the disabled while keeping them safe. Is an individual safe when they are subjected to getting splinters in their hands while negotiating ground cover bark in an attempt to reach ADA accessible playground equipment? Or how  is accessibility satisfied when it’s impossible for a wheelchair to negotiate ground cover bark to reach ADA accessible playground equipment?
